Monaco scored the maximum 100 points for quality of life and infrastructure
Monaco topped the ranking thanks to high scores for quality of life and infrastructure; for this criterion the country received 100 points. The country also had high marks for safety and freedom.
Andorra came second: it was highly rated for safety and freedom, and was noted for having the cleanest air among the European countries in the sample. Obtaining Andorran citizenship is difficult — one must live in the country for 20 years and pass language and history exams.

Other countries in the top 10 and key observations
Malta placed fourth: it was recognised for its strong passport and the possibility of naturalisation after five years, but its overall score was lowered by tax conditions and measures of quality of life and infrastructure. Portugal was fifth, receiving high marks for safety, living conditions and taxes, but lost points due to natural risks, including extreme weather events linked to climate change.
Cyprus took sixth place as one of the leaders for living conditions and access to the country, but its scores for quality of life, infrastructure and air quality were lower. The top ten also included Switzerland, which received high ratings for safety and freedom.
