The Cabinet of Ministers updated the rules for reserving persons liable for military service for the period of mobilisation and wartime, introducing legislative amendments, creating an advisory body under the government and mechanisms to verify the statuses of critically important enterprises.
Review of criteria and decision-making deadlines
The government instructed central executive authorities, other state bodies and the regional, Kyiv and Sevastopol city state administrations (military administrations) to ensure, within ten days from the date the resolution takes effect, the review and verification of the criteria for granting critical status.
Decisions by the Ministry of Defence to increase the volumes of reservation, adopted before 8 December 2025, remain in force for the entire period of an enterprise’s critical status, but no later than 8 December 2026. Decisions adopted after 8 December 2025 are valid for the period specified in the Ministry of Defence’s decision itself.

Approval of reservation above 50% of employees
The document sets out the procedure for approving an increase in reservation volumes above the standard 50% quota. The declared number of persons liable for military service who are to be reserved may exceed 50% by decision of the state authority that has recognised the enterprise, institution or organisation as critically important.
The relevant state authority must submit reasoned proposals to the Coordination Centre to increase the quota, and the final decision is made by the state authority taking into account the recommendations and proposals of the Coordination Centre. The Coordination Centre may refuse to consider such proposals if it identifies violations on the part of the enterprise’s management.
Reservation for international projects
For offices of donor institutions and implementers of international technical assistance projects a base quota has been established: no more than 50% of the number of employees directly involved in carrying out the tasks of a single project, and no more than 7 people.

The limit of 7 people may be exceeded by a decision of the state secretary of the Cabinet of Ministers, if provided for by the relevant decision.
Maximum reservation level for the defence-industrial complex (DIC) and the fuel and energy complex (FEC)
The Cabinet has set a maximum reservation level for enterprises of the defence-industrial complex (DIC) and the fuel and energy complex (FEC) — no more than 95% of the total number of persons liable for military service stated in the decision of the Ministry of Defence or the Ministry of Energy.
The reduction of the maximum volume to 95% was adopted taking into account that mandatory reservation applies to all persons liable for military service who are directly involved in the production processes of critically important institutions.
