The Ministry of Infrastructure said that during martial law Ukrzaliznytsia (UZ) does not have the right to increase fares for travel in platzkart (open-plan sleeper) and kupe (compartment) carriages, and that the “UZ-3000” programme will not be restored this winter.
Restrictions on raising fares for platzkart and kupe
During martial law companies are prohibited from raising social passenger fares for travel in platzkart and kupe carriages. These categories of tickets are not subject to increases during this period.
Prices for first class on “Intercity” trains and on international routes are no longer regulated by the state and fall into revenue-generating segments of transport. Price adjustments may be considered if supported by the relevant calculations.

Conditions for indexation in long-distance services
“We are ready to consider justified proposals for indexation in long-distance services so as not to overburden either the state budget or freight shippers. Customer service has objectively improved over these years, and the rolling stock has become better,” Shemayev said.
In the suburban segment, to optimise costs some trains are being replaced with regional services, and local authorities have already agreed a modest indexation of fares.

The “UZ-3000” programme will not be reinstated this winter
The return of the free travel “UZ-3000” programme this winter is not currently planned. Last years initiative helped to top up carriages during the low season, relieve peak periods and attract more than 100,000 new users to Ukrzaliznytsia’s mobile app.
No further dates or terms for reinstating the programme have been announced.
