25 mln UAH fine for Sense Bank

The largest fine — 25 mln UAH — was imposed on Sense Bank for inadequate implementation of the risk‑based approach and for failing to carry out proper customer due diligence. The regulator identified shortcomings in the organisation of financial monitoring procedures and in client identification.

The sanction is part of a package of measures the NBU introduced in October against five financial institutions, including two banks and three non-bank companies.

10 mln UAH fine for Oschadbank and problems with client questionnaires

Oschadbank was fined 10 mln UAH for similar breaches in applying the risk‑based approach and in customer verification. In addition, the regulator found instances of failure to provide accurate information and documents to the NBU on time and in full.

Another identified breach concerned client questionnaires: data were entered that were not supported by documents or copies of documents available to the bank.

Sanctions against non-bank institutions and other NBU decisions in 2026

The largest fine among non-bank institutions in October was imposed on the pawnshop «Kredyt Yukrein» — 2,747 mln UAH — for breaches in initial financial monitoring, customer verification, application of the risk‑based approach and work with clients linked to politically exposed persons. The pawnshop also received a written warning for foreign‑currency operations with non‑resident individuals without an NBU licence and for inadequate record‑keeping of purchased and sold cash foreign currency.

The financial company «Artua» was fined 799 thousand UAH for shortcomings in internal financial monitoring procedures, client verification, work with politically exposed persons and document storage. «Finofis» received a fine of 17 thousand UAH for failing to submit separate statistical reporting on foreign‑currency operations. Earlier in 2026 the NBU also applied sanctions to JSC «Ukrposhta» (a fine of 2,5449 mln UAH; the Committee decision was adopted on 22 June 2026) and to LLC «Universalni platizhni rishennia» (brand iPay) — a fine of 16,51 mln UAH and a written warning, decision dated 2 September 2026. In July 2026 the regulator applied measures to two banks and 19 non‑bank financial institutions for breaches of financial monitoring requirements and currency legislation.
