Central executive authorities and regional military administrations must review sectoral and regional criteria for enterprise criticality within 10 days of the amendments to the booking rules taking effect, the press service of the Ministry of Economy said.
The updated criteria must be coordinated with the newly established Coordination Centre for the Organisation of Booking. The review will be carried out by local and sectoral authorities, while final decisions on recognising enterprises as critical will be made by authorised state bodies.
Alignment of criteria with the Coordination Centre
The updated sectoral and regional criteria must be coordinated with the Coordination Centre for the Organisation of Booking. A review of the criteria does not automatically entail the cancellation of the critical status of enterprises.
“The review of criteria is a standard procedure carried out regularly by the relevant authorities. It is not equivalent to an automatic reconsideration of the status of all enterprises. Enterprises previously recognised as critical under criteria that will not be changed as a result of the review (usually the vast majority of such enterprises) will retain their critical status,” the statement said.

The Ministry of Economy also set out the main tasks of the newly established Coordination Centre for the Organisation of Booking. Final decisions on recognising enterprises as critical will be made by authorised state bodies.
Maximum booking level for the energy and defence industries
The government has reduced the maximum booking level for enterprises in the fuel-energy and defence-industrial complexes from 100% to 95% of employees liable for military service. The reduction in the maximum volumes should not apply to critical personnel who directly ensure the production process, fulfil defence contracts, or carry out operational, repair and emergency restoration works.

The head of an enterprise independently decides whom to book within the limit, so the reduction primarily affects auxiliary and service staff. When calculating the maximum booking percentage, employees with deferrals for other reasons are also taken into account — in particular parents of large families and guardians.
